The drivers are from the Ralink. Find the file wifi. There’s a good deal of discussion about this in the Ubuntu world, but it doesn’t seem to work on Debian. The net seems to think that the appropriate driver is rtlcu.
After much web searching and frustration, I decided on a cunningly simple solution Debian should not be any different than any other distro, other than kernel version. Or does the C1 version use another chipset? What is the question?
